Naked DSL is an ADSL2+ connection that doesn't require an existing phone service, thereby saving on expensive monthly line rental fees. As with a normal ADSL2+ connection, you will need to check that your phone line is connected to an ADSL2+ enabled exchange (you can do this when you signup or by calling the provider).
